Background
As the holder of a Civil Engineering Degree from the University of Utah in 1985, my experience extends from twelve years of service with the US military leading teams in support of R&D projects, expert systems development, organizational development, environmental and infrastructure management for three multi-billion dollar military industrial complexes; as well as fourteen years of Middle East experience in business/technology project development and management, technology commercialization, business model development for new ventures, consultancy for private and public entities.

Current Professional Activities
Since May 2004 to present, I directed the development of one of the most challenging infrastructure project developments in the region; the largest Intra-City Integrated Public Transportation Project to be implemented at one time in the world, a privately funded initiative utilizing an innovative Build Own Operated and Transfer (BOOT) model to be implemented in Al-Medina Al-Munawara at an estimated cost of approximately USD $2.3 billion.
This project presented many challenges requiring innovative solutions; most notably was the development of a BOOT model that is bankable and provides reasonable economic returns since typically public transportation projects require substantial government subsidies. After studying and different privatization initiatives implemented around the world, we were able to develop a unique BOOT Business model that required no cash subsidies and without any repatriation of lands from Saudi Government, yielded attractive return for local investors, tentative approval from the government, and most importantly bankability.
The project development extended from an initial idea to setting-up the consortium, negotiating internal agreements, working proactively with all government stakeholders at all levels to develop an implementable functional designs, legal and financial structures for the project, special purpose vehicle (SPV) setup, financial modeling, risk management, private placement and bank financing and all the necessary legal agreements.
In addition to the above, for the past two years I have been involved in the setting up of several local businesses for VIP clients in such industries as Security and Defense, Information Technology, e-Government, Real-Estate Development, and Manufacturing. My role included providing strategic guidance on business feasibility, financial modeling, market conditions and competitive landscape; guiding clients through the legal and regulatory processes; developing the necessary internal and external agreements necessary to begin operations; and bringing together partners, investors and experienced senior management.
I am also advising and representing several international businesses seeking to penetrate or expand their operations within the lucrative Middle East Market.
